The Monterey City Council approved an ordinance February 2nd that allows parking for homeless women on a city lot.  For months supporters of the One Starfish program have urged the city council to take action  so this is a welcome development.  In addition, $15,000 was allocated to assist One Starfish in the administration of the program.  The city parking lot will be available to six women forced to sleep in their cars who meet the program criteria.  It is anticipated that more parking options will be opened up in the future. Learn more about One Starfish.

What Is The Problem?

In the course of a year over 300 women are homeless on the Monterey Peninsula. Some use their cars for shelter but it is illegal to park overnight in your vehicle any where in Monterey County.  In 2013 Pacific Grove and Monterey passed ordinances that prohibited overnight sleeping in vehicles. Those who were caught were awakened and forced to move. Repeated violations result in fines ($500) and can lead to impoundment of the vehicle, another huge expense for the person without housing.

What Can Be Done?

Our goal is to reduce the number of women who are in danger each night by increasing access to a safe place to park. We are raising funds to support One Starfish, a Safe Parking Program. Parking lots will be designated as a safe place to park between set hours. This is a model that has worked in other cities such as Santa Barbara, Ventura, and San Luis Obispo.  The police cooperate.

How Will This Program Work?

A social worker will screen applicants and explain the rules that must be followed. Applicants must work on obtaining a secure source of income, must be willing to  address health issues, and must work toward attaining housing. No drinking, no drugs, no aggressive  or socially unacceptable behavior will be permitted. Participants who break the rules will be prohibited from the parking lot. Car insurance and up to date vehicle licenses will be required. Port-A-Potties will be provided by the Safe Parking Program. Parking guests will meet regularly with program staff.

What Can You Do?

In addition to donations we hope that others will volunteer to help with this project. For example, volunteers can assist by identifying possible parking lots and encouraging participation by the owners. To volunteer or for more information please call (831) 324-4664. Mail donations to: WHHW, P.O. Box 2674, Monterey, CA 93942.

We also accept donations via our website. Use the "Donate" button below to make your contribution.

Who Are We?

A  group of women with compassion for the homeless.  In 2013 we worked on the November 17th brunch at the Elks Club (see the video clip and photos below from this event.) Those who donated wanted to know how the money would be used so this year we are being very specific about the process. We turn over donations immediately to the treasurer of Pass the Word Ministry and the One Starfish Safe Parking Program director, Dr. Tia Sukin.  Checks should be made payable to Pass the Word Ministry (PTWM).  Please write Safe Parking Program in the check memo. The Tax ID 45-2534-088.  A donation is fully tax deductible.
